CHENNAI KANYAKUMARI INDUSTRIAL CORRIDOR PROJECT
LAND ACQUISITION DETAILS
The Government of Tamil Nadu (GoTN) is implementing the Chennai Kanyakumari Industrial Corridor Project that aims at improving about 589km of State Highways, comprising of 16- roads, from 2- Lane to two lane paved shoulder/four lane carriageway are implemented under Engineering Procurement Contract (EPC).
The patta Lands are acquired in accordance with provisions of Tamil Nadu Highway ct 2001, and while determining the compensation for and, the competent authority will be guided by the provisions of Sec26, Sec27, Sec28, Sec 29 and Sec 30of RFCTLARR Act, 201. The replacement value of houses, buildings and other immovable properties determined on the basis of latest PWD Standard Schedule of Rates (SOR) as on date without depression. Compensation for trees will be on their market value. Disputes relating to ownership rights, apportionment issues, amount of compensation awarded will be referred by the Special District Revenue Officer to the jurisdictional LARR Authority, has been constituted in accordance with section 51 (1) of RFCTLARR Act 2013. To expedite land acquisition and implement the provisions of the road – project RPs, four regional levels Land Acquisition Rehabilitation and Resettlement Units (LARRU) have been constituted. These units will be headed by a Special District Revenue Officer (Spl DRO) and will be supported by a Resettlement Officer (RSO) for RP implementation support and Tahsildar(s) for support in Land Acquisition. Government Order has been issued nominating the Spl. DRO as competent authority under TNH Act for land acquisition and award pronouncement. The Chief Engineer working under Project Director, CKICP supported by domain experts in Land Acquisition and resettlement will be overall in charge of Land Acquisition and Rehabilitation and Resettlement implementation and will coordinate with the five Special District Revenue Officer in RP implementation and LA. These units will be entrusted with responsibilities of implementation of the RP involving.
1. Acquisition of Land assets;
2. Payment of compensation for Land and assets;
3. Disbursement of resettlement assistance including development of resettlement sites. The LARRU in each region is supported staff including clerical staff. The implementation of the R&R provisions is carried out by NGOs with experience in similar development projects and is monitored by concurrent by External Monitoring consultants.
Grievance Redressal Committee (GRC) is established at regional level to receive, evaluate and facilitate the resolution of displaced persons concerns, complaints and grievances. The Project Director, CKICP will be the appellate authority.
